Moves the verification automation into TechEngine:
verify-network(promotion -> bot PR on TechAPI) andverify-status(status.json -> bot commit on TechAPI) now run here against a TechAPI checkout with TECHAPI_DATA_DIR;techapi-verify-commentruns app.verify from the engine root. Promotions/status are now authored by TechEngineBot (engine holds the token). Next: trim TechAPI.
