Promote a record the moment it scores green (authoritative source cited + cross-field consistency + completeness + no hard violations) — that IS the verification result. Drops the live-HTTP source re-check that kept verified (1.7%) far below the green band (~10%), because most green records cite spec DBs (phonedb/cpubenchmark) that block automated requests. The reality VETO stays: a crossref contradict (release-year mismatch) still blocks promotion. After this, verified tracks the green band. Refs #1
