chore: relicense from Apache-2.0 to MIT - #84

The org standardised on MIT as its single license. Replaced the license text and the README mention, and dropped NOTICE — that file is an Apache-2.0 section 4(d) mechanism which MIT does not use. Signed-off-by: Jaro-c <75870284+Jaro-c@users.noreply.github.com>

The org standardised on MIT as its single license, so helmly-agent moves off Apache-2.0 as part of the org-wide migration.
