Bumps the version to 0.13.1 and adds the
debian/changelogentry covering everything landed since 0.13.0: the Go toolchain security fix (1.26.4), the CI third-party-action cleanup, the release signing-secret fix, and the dependency bumps. I verified the release-notes extraction and the build locally.
