Add MiniMax H3 video generation wrapper

Reason: Add a first-party MiniMax H3 video-generation wrapper for create, query, list, and delete operations across both regions.

This adds AniMaker/Tools/minimax_api.py with a MiniMax video client that:

• creates v2 video generation requests with text, image_url, video_url, and audio_url content items
• supports first_frame, last_frame, reference_image, reference_video, and reference_audio roles
• covers query, list, and delete operations on the v2 endpoints
• supports both global and Mainland China base URLs
