Refs #630. Mechanical part only — needs human sign-off before merge.

Done (mechanical)

  • CONTRIBUTING.md documents the DCO sign-off requirement (git commit -s, Developer Certificate of Origin — not a CLA).
  • Sign-off added to the contribution-shape list + a dedicated DCO section.

Left for the maintainer (HITL)

  • The "external PRs aren't being merged yet" line is not flipped — marked with a TODO(human) comment. Flip it when you open the merge window (audit Q6.3).
  • Optional DCO status check/bot — deferred until the window opens.

Does not close #630 (the policy flip keeps it open).

@maintainer: needs human decision on the external-PR merge-window timing before merge. Mechanical DCO documentation is ready.

- Document Developer Certificate of Origin (git commit -s), not a CLA
- Add sign-off requirement to the contribution shape list
- Leave the external-PR merge-window flip as a TODO(human) — timing is
  the maintainer's call (audit Q6.3)
