adds the Cerulean Collective as a faction.

Think my IDE trimmed a couple spaces at the end of color declarations in the file, should be irrelevant hopefully.

Not sure why I was seeing something else, ran it in my own linter as well and it was complaining about a goob multishot component on my end :P

At request of @MsEpic59, I have added the following:

• A radio channel for the faction
• An encryption key and sprite for said radio channel
• Appropriately updated a bunch of YML files to not break
• A whitelist for the faction that is kind of long.

Will update if any further changes are made between now and when this PR is eventually unfrozen.
