Adds a new tutorial explaining how to initialize Aidbox using a local filesystem as the artifact registry and links it in the docs TOC.

• New page tutorials/artifact-registry-tutorials/initialize-aidbox-from-local-filesystem.md with steps to prepare .tgz FHIR packages, configure docker-compose volumes/env (including BOX_INIT_BUNDLE), and run initialization
• Updates docs/SUMMARY.md to include the new tutorial under Artifact Registry Tutorials
