Starter and Team keys license the instance for their users without the Business capabilities, and can still start the Business trial.

Starter and Team keys license the instance for their users. SSO, SCIM and role sync come with Business and Enterprise keys, the trial and the transition period, matching the pricing page. A Starter or Team instance can still start the Business trial.
