Adds Operator as a fourth long-lived assistant kind for non-engineering action work in external systems. Operators share the repo-hint and working-directory scaffolding of researchers, get their own tmux and send-message identities, and are exposed through the CLI, TUI, Telegram routing, PM/Chief of Staff prompts, and assistant lists.
The branch also covers operator creation, routing, archive, relative-agent, and prompt behavior with use-case tests.
