Moves apps-external/mail from v5.5.11 + IONOS (1627f0972) to upstream nextcloud/mail v5.12.3 + IONOS, so the whole build can be checked before the ncw-mail stack is merged. Temporary pointer: the SHA is the head of the unmerged ncw-mail PR stack #61 -> #62 -> #63. It is replaced by the release tag v5.12.3-<sha7> once that stack is merged into ionos-dev-5.12.
