Upgrade MegaLinter to v10.0.0

What changed

• Updated .github/workflows/mega-linter.yml from oxsecurity/megalinter/flavors/python@v9.6.0 to @v10.0.0.
• Left all triggers, permissions, automatic-fix behavior, linter selection, and artifact handling unchanged.

Validation

• MegaLinter 10 resolves and runs the repository's explicit linter whitelist.
• Actionlint, copy-paste detection, Markdown, repository git-diff validation, and all enabled YAML checks pass.
• The current repository-wide Ruff baseline remains red with 494 findings. The separate CI workflow passes; broad Ruff cleanup is outside this version-only upgrade.
