Route ACCAD full-data workflow by runner label

Summary

Require data-so3-accad-v1 for the self-hosted full-data motion-stratified ACCAD workflow while preserving its existing self-hosted selector.

The workflow's default cache key is so3-pose-filter/accad-full-data, and the verified ACCAD full-data cache is available on the runner carrying this label.

Verification

• fetched the updated workflow back from the branch
• confirmed exactly one new label occurrence
• confirmed the target workflow changes only its runner selector
• added .github/actionlint.yaml; actionlint now passes for the custom label

KIT/HMR workflows are deliberately unchanged because their local data was not verified.
