H-Scale is the decision-making engine of the Lichen architecture. While CEML optimizes viability, H-Scale ensures Harmonic Alignment with the fundamental constants of the universe ($\varphi$).

2. $E_{ff}$ - Efficiency (20%): Output per unit of energy (Inverse of Entropy).
3. $R$ - Resonance (30%): Alignment with Golden Ratio ($\varphi$) topologies.
4. $D$ - Durability (20%): Temporal stability and error resilience.
