release: publish Partuno 4.0.1

Summary

• Bump Partuno, the PyPI package, and MCP Registry metadata to 4.0.1.
• Make the published PyPI package and official MCP Registry the primary local installation path.
• Use uvx --from partuno partuno-mcp for stdio and loopback HTTP setup.
• Keep source-checkout setup available for contributors and unreleased changes.
• Update DigiKey, Mouser, BOM, validation, changelog, and runtime version references.

Validation

• 159 tests passed
• 4 tests skipped
• uv build --no-sources completed for 4.0.1
• mcp-publisher validate passed
• Built package contains the MCP ownership marker and the new PyPI install instructions

After merge, publish the built 4.0.1 distributions to PyPI, then publish the matching server.json to the MCP Registry.
