chore: 0.3.7 수동 bump

[github-actions]

배경 / Background

• manual release bump workflow로 `0.3.6`에서 `0.3.7`으로 승격합니다.
• 실제 tag / publish는 이 PR merge 이후 별도 Release Publish workflow에서 진행합니다.

변경 사항 / Changes

• root package version을 `0.3.6`에서 `0.3.7`으로 올렸습니다.
• root `optionalDependencies`의 native addon 버전도 모두 `0.3.7`으로 맞췄습니다.

검증 / Verification

• `node ./scripts/release-plan.mjs v0.3.7`
• `node ./scripts/bump-release-version.mjs v0.3.7`
• `npm run verify`
• merge 후 Release Candidate Core Verification workflow가 master에서 자동 실행되어 tag 전 후보 commit을 검증합니다.

브랜치 / 워크트리 / Branches and worktrees

• base: `master`
• branch: `codex/manual-bump-master-v0-3-7-35325b18`

리스크 또는 확인 포인트 / Risks or follow-ups

• stable tag / publish는 아직 실행하지 않았습니다.
• 실제 tag 전에는 검증된 same-commit의 CI workflow native packaging 결과도 green인지 확인해야 합니다.
• release 실행 전 최종 확인이 필요합니다.
