This doesn't quite match our usual build environment (Windows in Visual Studio), but I figured it was worth a try to get some build signal. RulesTool at the very least definitely builds in dotnet on Linux because I've done it a few times. I can also dig into a windows-based build here, but I don't know if they're supported or not.
