The left panel showed three overlapping progress indicators on load: the live
"Gate Snapshot" readiness panel, a static workflow strip (Targets/BPF/Gate/
Matrix chips), and the numbered step titles ("1. Select Targets", "2. Provide
BPF"...). The workflow strip carried no state and duplicated the other two, so
it was pure on-load clutter.
Remove the strip (HTML + its CSS rules + two media-query references). The live
readiness snapshot and numbered steps remain. No JS depended on it.
Note: the heavier panels (advanced metadata, manifest settings, JSON report,
runtime/evidence/history) were already behind <details> collapses, so this is
the main remaining first-paint redundancy.
