Show technical metadata immediately during account-change review. Reset that default for each request while retaining manual collapse controls.
Group applicant context, requested setup, and address into readable cards. Open technical metadata for both registration and account-change reviews while retaining manual collapse and reset on the next request. Update the existing browser checks for the expanded default and responsive request links without changing approval or API behavior.

Registration reviewers need the IP/email checks, including Tor, VPN and proxy signals, below the applicant details. This restores the single applicant-details card and moves the risk summary and checks back underneath it. Decision actions remain in the side column on desktop.
Technical metadata opens by default for both registrations and account changes, and can still be collapsed. Navigating to another request opens its metadata again.
Validation: TypeScript typecheck, 9 request-detail unit tests and 10 fixture Playwright checks passed, including Czech/English desktop/mobile layout, navigation and review actions. Screenshots were inspected. API and decision behavior are unchanged. This PR has not been merged or deployed.

Kontroly IP/e-mailu včetně Tor, VPN a proxy se vracejí pod údaje přihlášky. Údaje žadatele jsou opět v jedné kartě a pod ní následuje souhrn rizika a jednotlivé kontroly. Rozhodovací tlačítka zůstávají na desktopu v bočním sloupci.
Technická metadata se u přihlášek i změn účtu otevírají automaticky a lze je sbalit. Při přechodu na další žádost jsou znovu otevřená.
Ověření: prošel typecheck, 9 unit testů a 10 Playwright testů se syntetickými daty, včetně češtiny/angličtiny, desktopu/mobilu, navigace a rozhodování. Screenshoty byly vizuálně zkontrolovány. API ani chování rozhodovacích akcí se nemění. PR zatím není sloučené ani nasazené.
