feat: filter campaign leads by tag

What changed

• Added a tag filter dropdown to the campaign builder lead selection table.
• Added a "Select all filtered leads" control so managers can bulk-enroll only the currently filtered subset.
• Rendered lead tags in the builder table and tightened the checkbox state handling so filtered selection stays in sync.

Why

• Issue LO-059 [Intermediate]: Campaign Enrollment Filters based on Lead Tags #396 asks for tag-based lead enrollment filters in the campaign builder.
• This keeps lead targeting focused on the right audience without adding backend changes.
