What does this PR do?

This PR essentially follows changes in LFDT-web3j/web3j-solidity-gradle-plugin#86 for Gradle 9 compatibility

Where should the reviewer start?

The changes are minimal, but this PR will only build once 0.7.0 of web3j-solidity-gradle-plugin is released

Why is it needed?

Compatibility with Gradle 9 and next release (0.7.0) of web3j-solidity-gradle-plugin.
