Improve ranking for China SaaS localization tasks

Summary

• filter low information task words such as for before term matching
• recognize localization and China SaaS launch intent
• reward localization signals and suppress unrelated generic skills
• add a Node regression test command covering the reported query

Verification

• pnpm test, 3 tests passed
• pnpm exec eslint lib/query-ranking.ts lib/query-ranking.test.ts lib/registry.ts
• pnpm run build
