Improve Manage POD discrepancy visibility

Summary

Updates Manage Point of Delivery so added discrepancies are visible directly in the Discrepancy cell, matching the physical inventory reason display pattern.

Changes

• Store POD discrepancies on the Manage POD page model.
• Show Add, the first discrepancy name, or {count} Discrepancies in the table cell.
• Make the discrepancy modal return the updated discrepancy list.
• Include the current page discrepancies in the POD submit payload.
• Remove the unused service-level discrepancy cache.
• Add focused controller specs for modal mapping and Manage POD summary/payload behavior.

Testing

• Passed node --check for changed JS/spec files.
• Passed git diff --check.
• ./node_modules/.bin/grunt test could not run because node_modules/dev-ui points to missing ../../dev-ui, so dev-ui/tasks/config.js is unavailable.
