feat(tools): add Task Card progress handoff guidance

Summary

• add conditional Task Card progress guidance to shell async success handoffs
• add the same guidance to both LingTai and external-CLI daemon dispatch handoffs
• route agents to telegram(action='manual') → Programmable Task Card
• synchronize shell/daemon Contracts, manuals, and focused tests

This is a small one-commit PR. It adds model-facing guidance only: no Telegram runtime dependency, automatic watcher, lifecycle, storage, or terminal-notification behavior changes.

Validation

Full validation on the final reviewed #962 head before it entered main:

• 148 passed — focused shell suite
• 330 passed — daemon Contract pre-merge suite
• 23 passed — shell/daemon Contract and guidance docs tests
• native Windows / PowerShell 7 run 29480733715, job 87563640474: success

Final rebase/CAS smoke on main:

• 4 passed — exact Task Card shell/daemon handoff smoke
• py_compile for both modified runtime modules
• git diff --check
• clean worktree; exact parent and one-commit scope verified

Independent read-only review found no blocking defects.

Final integration

#962 was squash-merged into main at d9dd484362cbf2a47c33068f1c933be1e5cd8c95. This PR is now rebased exactly onto that commit; current head is d3e12781ff2234fd9a53430fd98a9d90c07670dc, with unchanged scope: 1 commit / 10 files / +69 -8.
