Summary

• retarget Windows preflight to main and the externally supplied post-merge SHA
• switch CI integrity checks to operational checksum manifest 59
• update the Windows runbook, C9.1 audit artifacts, and regression tests
• close short-lived SQLite connections for Windows cleanup hygiene

Local validation

• YAML_OK=.github/workflows/ci.yml via PyYAML 6.0.3 in isolated CPython 3.12 venv
• env PYTHONDONTWRITEBYTECODE=1 -m unittest discover -s tests -v
• Ran 89 tests: 89 passed, 0 skipped, 0 failures, 0 errors
• git diff --check
• git fsck --no-dangling
• sha256sum -c audit_output/59-c91-checksums.txt in LF clone

No Tor, Helios, Bitcoin Core, mainnet, broadcast, deploy, wallet, seed, WIF, or real-key operation was executed. Product remains NO-GO FOR REAL FUNDS.
