• coerce tracked-symlink inventory to an array before reading Count
• keep the worktree inventory scalar-count guard covered by tests
• update C9.1 report and manifest 59

Validation

• manifest 59 validated against staged Git blobs
• git diff --check --cached
• PowerShell parser validation for validation/windows/c8-preflight.ps1
• python -m unittest tests.test_windows_validation -v

No Tor, Helios, Bitcoin Core, mainnet, broadcast, deploy, wallet, seed, WIF, or real-key operation was executed. Product remains NO-GO FOR REAL FUNDS.
