- 메인 경로를 "PR→plan, dev 머지→승인→apply(OIDC)"로 변경 (로컬 설치 불필요)
- S3 원격 state 백엔드, 필요한 GH Secrets, 승인 게이트, 머지충돌 주의 반영
- 기존 "도구 설치 후 로컬 terraform apply"는 plan/import/Ansible용 선택 경로로 강등
- CI apply는 일회용 러너라 로컬 산출물(키/인벤토리) 안 남는 점 명시 → terraform output 안내
- 깨진 CLOUDFLARE.md 참조 제거 → docs/cicd-and-auth.md로 연결
