CI repair update — 2026-10-08

To remove shared baseline failures without losing Dependabot's Go update, merged the #142 CI/security fixes (197a10e) into this PR via merge commit 86e7c38 (no history rewrite). The only independent file changes retained are collector/go.mod and collector/go.sum; #142 does not touch either. The new head's Collector CI, pip-audit, npm-audit, MetadataStore security gate, SDK, dashboard, and documentation workflows pass; the full Python CI remains in progress. Please do not merge until #142 is merged and the complete CI run finishes. AI-assisted branch integration, reviewed against the actual dependency files.
