Add ASC publish lane and release checklist gates

Summary

• add storeready publish command to run StoreReady gates and then execute asc release run (dry-run by default, --confirm for real submit)
• expand ASC metadata checks with content rights declaration, app-info privacy policy URL coverage, and version copyright presence
• add storeready release-checklist command for structured manual/hybrid pre-submit gates with app-type profiles
• update root help, README, and skill docs to document the new end-to-end lane
