Strictly followed the requested report format to generate `docs/audit/FINAL_PHASE_CONSISTENCY_REPORT.md`. Identified critical blockers: 1. Missing authoritative source `roadmap-megrated.json`. 2. Phase 12 Scope violation (Code present in Philosophy phase). 3. Phase 5 Documentation missing. 4. Extensive boundary drift between ADR Map and Roadmap. Verdict: BLOCKED for Phase 13 entry.
