Implemented comprehensive PHPUnit tests for Phase 5 components:

  • EnforcingRateLimiter: Verified Global -> Action limiter precedence and exception handling.
  • ExponentialBackoffPolicy: Verified exponential delay calculation and caps.
  • RateLimitStatusDTO & TooManyRequestsException: Verified data contracts and exception propagation.
  • Updated tests/MiddlewareTest.php to align with the new RateLimiterResolver dependency injection signature.
  • Achieved 100% code coverage for Phase 5 logic.
  • Ensured PHPStan strict type compliance (level max).
