BREAKING CHANGE: May break for some users using scripts/pycairoinstall.py

List of Changes

  • Edit poetry config to make use of the wheel of Pycairo directly from Pip.
  • Remove the script which install Pycairo for users.
  • Remove cairo installation docs from win.rst

Motivation

Rencently there was a PR pygobject/pycairo#191 which helped then in creating wheels and now it is published to PyPi in version 1.20.0.
