Summary

• improve live-draft behavior on high-latency links with canonical conflict responses, device/client sequencing, optional successful-write lease consumption, and complete member-only controls
• add an ephemeral member-only callsign-history candidate preview/apply protocol with strict ownership, current callsign-lease validation, transactional idempotent selection, forced field-lock takeover, and no historical-time reuse
• fix Web Excel exports through both member and administrator session APIs by using the shared strict pageSize=100 limit
• bump the server package version to 0.11.2
