fix(mac): package standalone memory runtime correctly

• include standalone Memory production dependencies in both signed and unsigned macOS bundles
• update macOS runtime verification, CLI launchers, and packaged manifest resolution for the memory-runtime resource layout
• add regression coverage for the packaged runtime boundary
