fix(ci): make whitespace guard range-aware

• Make the whitespace guard range-aware for pull_request and push contexts.
• Fail closed when base/head cannot be resolved.
• Preserve existing G-19 coverage.
• Prepare evidence for later PR fix(memoriaia): harden verification-tools public proof surface #1 / PR ci: add verification-tools remote gate baseline #5 thread closeout.

• No release
• No tag
• No package publish
• No deploy
• No signing
• No branch deletion
• No clean-close claim
• Legacy PR fix(memoriaia): harden verification-tools public proof surface #1 / PR ci: add verification-tools remote gate baseline #5 threads are mapped later and not resolved by this PR
