Reproduction work for upstream tscircuit#92.
This adds a small planar multi-layer-ijump fixture with an off-axis goal and blocking pad, plus a debug SVG snapshot assertion. The goal is to isolate the wild-jump behavior before applying the fix.
This PR is only for validating the reproduction in the fork; it is not the bounty claim PR.
