AdaptiveStreamFL v1.0.0

Initial public MIT release of the AdaptiveStreamFL reference implementation. This release includes the modular Python package, command-line entry points, smoke tests, citation files, third-party notices, and dataset source documentation. Benchmark datasets are not redistributed in this repository; see dataset/README.md for source links and preparation notes.
