v1.0.0: Dynamic job stealing between workers (unbalanced clusters)

Adaptive work-stealing so idle high-core workers pull queued jobs from saturated slower nodes, instead of static slot assignment. Targets heterogeneous clusters (the grid mixes 2/3/4-slot nodes).

Scope

• Coordinator tracks per-worker queue depth / in-flight vs slots
• Reassign/steal queued jobs from a backed-up worker to an idle one
• Guard against thrash (hysteresis / steal threshold)
• Preserve byte-identity and the local-recompile fallback (invariants Windows/MinGW port: native grid, dispatch fixes, header-set/PCH, CI #1, fix(win): socket receive/send timeout uses milliseconds on Windows #3)
• Benchmark on the real grid vs static assignment on an unbalanced load

Lane: Linux/grid (Claude). Scheduler-side, no external deps.
