Currently, when self-hosting the Archipelago website (e.g. via WebHost.py), PEAK does not appear in the Supported Games list due to not instantiating its WebWorld, and also not having a Tutorial defined in the WebWorld. (AP requires at least one tutorial to be defined for the game to appear in the list.)
This PR fixes both of these issues, and the game now appears in the list.
Note that I did not update the game page, and did not write a setup guide, so the former is still a placeholder, and the latter currently leads to a 404.
Wasn't sure who to write in the author field of the Tutorial since currently there's only the placeholder game page - I wrote Mickemoose for now. (Could also be a blank string until guides are written?)
