DEVOPS-799: add workflow for zizmor and apply recommendations
- Changed version format to PEP 440 by modifying the version string. - Updated author and maintainer fields to use the new syntax. - Adjusted package inclusion and file inclusion lists for clarity. - Refactored version_test.py to retrieve version from the new project structure. - Implemented a new version validation function using packaging.version.
