The 0.13 release page needs a short feature summary and an explicit migration notice for users upgrading from before 0.12.
Add the published overview in the agreed order: server configuration context, features, then upgrade requirements. Explain the export/rebuild requirement and loss of previous history for older cluster graphs, the supported standalone conversion exception, and the separate ledger conversion for existing 0.12 clusters. Link both detailed changelogs and the upgrade procedure.
The generated release snapshot remains the detailed release record. The user guide links the authored overview.
Validation: documentation checks pass for 213 Markdown files; tagged v0.13.0 release-note verification and whitespace checks pass. The GitHub release body is published from this overview with links resolved to the release tag.
