Fix: Refactor blocking tasks to be asynchronous

This change refactors the Heartbeat, TipChatter, and UserOnLogin tasks to be asynchronous. This will prevent the main server thread from being blocked by network requests, which will improve server performance and reduce the risk of disconnects.
