Setup stub device and tests for parityqc

- Add folder src/isv/ for independent software vendors in general.
- Add a stub for the parityos device (in C++).
- Setup basic testing.

- Add python wrapper script for authentication, job submission, and result retrieval agains parityapi.
- Authentication already works, job related things not yet supported by parityapi itself, hence I implemented a dumm.
- The QDMI interface now uses the wrapper script for all parity API communication.
- Tests are extended and can be run against a local deployment of parityapi (proprietary)
