This PR will address the message in nwps_stofs_prep jobs that say 'FATAL ERROR: rd_grib2_msg_seq_file, read outside of file, bad grib file'. This happens when trying to read stofs data and making sure the records are correct. While doing so if the grib2 file is not complete the workflow prints a message of FATAL ERROR which should not be generated.
