feat(examples): add Dynamo Switchyard PreProc service

Why

Keep Switchyard's model-routing service in Switchyard, with Dynamo owning its Kubernetes deployment example. This is the companion to Dynamo #15691.

What

Move the reviewed PreProc service into examples/dynamo-preproc, including its tests, Dockerfile and sample routing TOML. Use the shared workspace lockfile and CI, and link the example from the main README. Fix the translation crate to preserve tool is_error flags, with one regression test. The example uses the workspace SDK directly, so no compatibility bridge is needed.

How

A separate ExtProc service uses the workspace Switchyard SDK to choose a model before agentgateway matches its route. Dynamo's existing EPP chooses the worker. Published Envoy bindings replace the dependency on Dynamo's protobuf files, so the image builds from the Switchyard checkout without Dynamo sources.

The example targets agentgateway 1.0.0 and one PreProc replica. It requires existing model pools and does not use Dynamo load or cache signals. Stream capacity is configurable with MAX_ACTIVE_STREAMS (default 16). Stalled output releases stream permits, and explicitly final sessions release their admission slots.

Test Plan

• All 8 example tests and 233 translation-crate tests pass, along with full workspace Clippy, formatting and workflow lint. The Docker build with workspace SDK dependencies passed. The Python source distribution build passed earlier in this PR.
• An earlier image passed 15 local gateway checks against existing Dynamo EPPs and both Qwen GPU workers, including streaming and session routing.
• The response inactivity regression fails before the timeout fix and passes after it; example tests and Clippy were rerun for that change.
• The current image passed an isolated stock agentgateway 1.0.0 check with a synthetic backend: 130-second SSE under a 120-second HTTPRoute deadline, overload rejection and recovery, and a delayed-header timeout control.
• Independent review found no major issues. Temporary deployment removed; original application pods unchanged.
