기존에 분리되어 있던 canary.yml, rc.yml 워크플로우를 release.yml에 통합하여 관리 포인트를 단일화합니다.
중복되던 설정과 스텝들을 제거하고, 조건부 실행으로 canary/rc 배포를 지원합니다.
