Fix v0.40 release publication

Causes

1. The v0.40.0 release workflow failed before checkout because orhun/git-cliff-action@v3 builds an image based on retired Debian Buster repositories. All three action build attempts received 404 responses.
2. The tag-triggered SCADA image build reached its ARM64 stage, then Node 20 under QEMU exited with an illegal instruction. The dependency graph also declares Node 22 as its minimum runtime.

Fixes

• remove the obsolete changelog container action
• use the already configured softprops/action-gh-release@v2 support for GitHub-generated release notes
• update both SCADA container stages to Node 22 and use npm ci --omit=dev
• keep the release archive, source gates, permissions, multi-architecture image, and prerelease behavior unchanged

Validation

• actionlint .github/workflows/*.yml
• git diff --check
• isolated docker build --platform linux/arm64 -t millos-scada-proxy:v040-release-fix ./scada-proxy: pass, including dependency install and TypeScript build
• confirmed generate_release_notes is a supported v2 input from the action's current primary action.yml
• no tracked or recent blobs exceed 50 MiB
