Prepare the 1.0.0 release: introduce CHANGELOG.md (Keep a Changelog, PT-BR) covering 0.0.1 and 1.0.0, and correct metadata that pointed at the wrong repo/toolchain. - Repository references point to ONSBR/HidrViewer (origin remote and where releases are actually published), not the jhuliamacedo fork. - README build prerequisite corrected to Rust 1.85 (edition 2024) and packaging noted as NSIS + MSI, matching what is shipped. Set the WiX build language to pt-BR so the MSI ships with a Portuguese installer UI and is named HidrViewer_<ver>_x64_pt-BR.msi instead of the default en-US, matching the app's target audience.
