feat(meta): vendor the specification 1.0.0 meta-schema

oold validate resolved latest to 1.0.0-rc.5, the highest vendored version. v1.0.0 is now the stable specification release, so latest should mean it.

oold meta vendor 1.0.0 --from <oold-schema>, no hand edits.

• the four meta/oold-*.json documents are byte-identical to rc.5, so no validation behaviour changes
• oold-rules.json carries spec_version: 1.0.0, the since values resolved at the tag, and the reworded OOLD-EXT-5ea6 (it was catalogued MUST while its sentence stated only a MUST NOT)
• the 20-file fixture slice re-extracted from v1.0.0 and came back unchanged

meta_store.resolve_selection('latest') returns 1.0.0. Suite: 753 passed, 10 skipped, 1 xfailed.
