Integrate DumbMoney Robinhood execution cell

Adds the sovereign Dopey/Robinhood cell with signed capital and promotion authority, deterministic MCP boundary, reconciliation-first service, and Core-backed rollback anchors for all local journals.

Why

DumbMoney needs each existing engine to operate as one cohesive private-local, evidence-bearing multi-agent fund while preserving venue sovereignty and explicit authority boundaries.

Impact

This publishes the data-independent implementation into the private ObtuseAI repository. It does not install Windows services, import broker credentials, authorize live orders, or claim profitability. Those remain deployment and attended-evidence gates.

Validation

• Official deterministic CI subset passed 1,348 tests with 7 skipped.
• 45 protected-boundary tests passed and the protected manifest verified.
• The branch is rebased directly onto the current default branch.
• The staged patch introduced no secret-shaped credential literals.
